ABATE of Indiana Inc. Board of Directors Meeting
April 12, 2008 --- Lawrence County Recreation Park, Springville, IN

Executive Director Jay Jackson called the meeting to order at 12:15pm. Those present were: Dave Frost and Barb Dodson-Region 02, Roger Mitchell and Rodney Triplett Region 03, Lori George-Region 06, Dennis Tyger-Region 07, Terry Penn, Shayna and Fark-Region 08, Jason Cissell-Region 09, Lenny Stancombe-Region 10, Kenny Casey-Region 11, Dave Hawkins-Region 12, Skip Willis-Region 13, Rick Toy-MSD, Security-Bob Coffey, Dave and Susie Lewis, Tina McCormack-State Office, Kim Tyger-State Office and Eric Zimmerman-Key Bank. Joe and Debbie Adams Region 05 arrived late.

Everyone rose to recite the Pledge of Allegiance.

Jay informed the board that Al Putman had a medical concern and would not be able to make the meeting. Lori George attended the meeting in Dave Polanco’s absence as his Grandmother-in-law had passed away. Rod Taylor could not attend as he had a deposition. Gary Williams had a funeral to attend. Gino is tied up with tax deadlines.

ITEM #1: Eric Zimmerman addressed the board concerning Key Bank’s relationship with ABATE. He explained various services available to members. Key Bank information will be added to the membership mailings, the website, and the Hoosier Motorcyclist. Eric expressed that the Regions need to get money into the State Office so that it can be deposited and accounted for. Through sweep accounts, our money can earn interest overnight which has generated income for the organization.

Tina stated that she had not received any questions concerning the November and December financials.

(Motion 1)

Tina highlighted items in the January and February financials. She distributed copies of the general ledger to the directors that had requested them. A breakdown of contributions was distributed with the financial reports. Discussion followed.

ITEM #2: The Indiana Cross Country Racing has an event at LCRP this month. Anyone wishing to help out with working the gate please let Jay know. The number of riders at the park is starting to increase.

ITEM #3: Kenny stated that the 2009 State Charity is Juvenile Diabetes.

ITEM #4: Cindy Norris, the manager at Freedom Hall, has submitted a verbal resignation. Jay stated that this could be an opportunity to bring on an Administrative Assistant. Gary Williams has expressed interest in this position. The Advisory Committee had been discussing this in previous months. Executive session was called. The position will be posted in the Hoosier Motorcyclist.

Marc sent the most recent number of active members: 27,227.

ITEM #5: Tina has contacted ten different tractor suppliers in the area and none of them are interested in renting tractors. The vendor that we are currently using has agreed to rent the tractors to us at the same cost as last year. Indy Portables quoted us $40,000 for port-o-lets which is about $10,000 more than our current vendor. A new trash vendor sent in a quote. Our current trash vendor called and said that they will redo how they charge us which will save a couple thousand dollars.

Dennis shared with the board that he has received calls complaining about the $50 handicap support vehicle fee. Discussion followed.

(Motion 2)

Region 08 members have offered to offset the mess tent fee by paying three dollars a meal. In addition, they have decided not to ask for their entry fee back after working their shifts. Discussion followed.

RV parking was discussed.

Frosty recommended putting a list of Boogie rules in the Hoosier Motorcyclist.

Tina stated that the early list does not start on Sunday. Early entry begins the day before the first shift. As an example: if you work the gate/parking on Wednesday, you may come in on Tuesday.

Rick Toy, Evansville Site Coordinator, stated that he will be delivering the retired site classroom trailer to LCRP to be used as a bunk house during the Boogie.

The Motorcycle Safety Division has a new training site in Ellettsville. A new bike storage container was needed for this facility. The old transport trailer was taken to Ellettsville and the new trailer will be used to move bikes. Additionally, a classroom trailer has been leased for the Indianapolis East site.

ITEM #6: Mike Meyer stated that he has been sending out LINC reports to about 75 people. If you are not receiving the report and would like to, get him your email address.

HB 1318 will be signed in a ceremony Thursday April 24th at 10:30am. This will take place in the Governor’s office. A select few individuals will be able to attend. However, it would be nice to have the group that attended ABATE Day at the State House to come out to the rotunda.
On the federal level, HIPPA legislation to close the loophole is making progress but it does not appear that it will gain approval this session. California has asked for monetary donations to help in their fight. The board had been contacted electronically prior to this meeting and decided that this was not appropriate.

ITEM #7: BMV is most likely going to discussion definitions concerning scooters and mopeds. The motorcycle only license will most likely go away during the next legislative session.

Jay thanked the members and officers of Region 06 for finding a training site in that area. Rick Toy thanked the members of Region 08 for helping with the new Evansville classroom. Rick Toy was the person that had suggested combining the MSD and ABATE training seminars in an effort to bring the two sides of the organization closeer together.

New equipment is being dispatched to the various sites.

Jay has been working with the BMV to allow the MSD to train AltMOST examiners. He is hopeful that BMV will hand down a decision within the week. Discussion followed.

May is Motorcycle Safety and Awareness month. The office has promotional material for getting the word out. A portion of the NHTSA 2010 funds for motorcycle safety and awareness will be used to put up bill boards resembling the yellow bumper sticker going up around the state as well as promoting a specific message at the Boogie. Roger Mitchell stated that in Region 03 the Mayor has stated they will place motorcycle awareness messages on the Amber alert signs on Hwy 31 during May.

The Indiana Criminal Justice Institute is discussing having motorcycle troopers working Hwy 37 during the Boogie to target aggressive driving by four wheeled vehicles.

ITEM #8: Dennis asked Jay to update the board on the Moto GP race. Jay stated that he has been attending the planning committee meetings for this race. A number of motorcycle safety instructors will be utilized to help with parking and other on track positions. It is expected that as many as 150,000 motorcycles will be in Indianapolis in September. A concern is that we will see additional fatalities as a result of this event. A visitor’s guide is being put together for attendees. Meridian Street is going to be blocked off from Maryland Street to Georgia for motorcycle only parking. The committee is looking at having motorcyclists work that area to interact and spot check to see if individuals could use some assistance. Jay will share information concerning this event as soon as it becomes available. Discussion followed.

Dennis reminded the board that the Miracle Ride is an ABATE sanctioned event and that more of our directors and members need to get involved and spread the word. ABATE is one of the founding sponsors of the Miracle Ride.

The Advisory Committee recommends that a committee be established to review director expenses. Kenny Casey, Dave Hawkins, Dave Frost, Joe Adams, Terry Penn, and Roger Mitchell agreed to sit on the committee. Roger will be the chair.

ITEM #9: Region 01 recently sold an ABATE trailer that did not meet their needs. ABATE MSD had to go out and purchase a similar trailer. Keep in mind when considering needs and equipment that another region or the state office may be in need of your equipment or have something that you might be able to use.

Terry Penn asked how far back the law requires the organization to keep paperwork. Jay stated that he will consult with Rod on this matter.

Cyndii Underwood asked Jay to inform the board that she is filling t-shirt and flyer requests in the order of the event rather than order received. Also, she can only do one design per event.

A number of motorcycle related fatalities have already occurred in Indiana. Jay shared a newspaper article concerning an accident on Hwy 135. Kim reminded the board to send information concerning motorcycle fatalities to the office. Discussion followed.

Boogie entertainment was discussed.

Tina and Jay continue to evaluate insurance companies. They have met with IMI and are reviewing an ISU agency.

A member that is also a travel agent wants the organization to help her put together a cruise. The board agreed that this is not something we want to get involved with.

MOTIONS

Motion 1: Roger Mitchell made a motion to accept the November and December financials. Terry Penn seconded the motion. All were in favor. Motion carried.

Motion 2: Lenny Stancombe made a motion to repeal the $50 handicap support vehicle fee. Kenny Casey seconded the motion. Regions 02, 05, and 12 voted no. Regions 03, 06, 07, 08, 09, 10, 11, and 13 voted yes. Motion carried.

Motion 3: Kenny Casey made a motion to adjourn the meeting. Terry Penn seconded the motion. All were in favor. Motion carried.
